It measures how much a town punches above its weight. We add up every charity-lottery prize dollar won by a town’s residents and divide by its population plus a cushion of 25,000, then scale it to 100 for the national leader. That cushion is deliberate: without it, one big win in a 250-person hamlet would score higher than everywhere else combined. With it, a small town that lands a huge prize still ranks near the top — but has to earn it against big wins in real cities, instead of winning by default on a tiny population.
